The appearance of a place name on the Web site, regardless of prominence, does not qualify that place name as a search term.
Example: A site presenting listings of local events or attractions in London, England is a good match for the search term "London", however, a site advertising a business simply based in London would qualify for the search term "London business", but not for the search term "London".
